Matthew

Matthew's 18 years of practice has emphasized environmental law, natural resources law, land use, water rights, water quality, drainage/stormwater, NEPA/CEQA, endangered species, eminent domain, and mining law. During his career, Matthew has represented governmental entities, landowners, developers, and mining companies.
Matthew has broad experience relating to water rights and water quality issues. He has represented numerous private clients and special districts on matters relating to water rights, groundwater,
water quality, streambed alterations, fishery issues, and wetland mitigation. Matthew has drafted water use and well-sharing agreements, negotiated water transfer agreements, prepared water rights opinions, and secured water rights. He has also
successfully negotiated a variety of related permits, including water rights permits, Waste Discharge Requirements, and NPDES permits.
Matthew's experience also includes handling matters relating to flood control, drainage, and storm water run off. Matthew has represented clients on a variety of matters before the State Water Resources Control Board, The Reclamation Board, Regional Water Quality Control Boards, The Department of Fish and Game, and The U.S. Army Corps of Engineers.
Matthew's practice extends to representing both private and public agency clients on natural resource and land use issues. Matthew has successfully represented clients in securing a number of different land use entitlements and permits with a particular focus on mining issues.
Matthew's background includes broad litigation experience including contract disputes, real estate disputes, and general business disputes.
Matthew received his J.D. from the University of California, Hastings College of the Law.
